Cub governor spring

Fellow Farmallitis asylum members: My governor works fine, but I have one question about it. My Cub manuals (operator and service) make no mention of the governor spring being compressed at low idle. I’m wondering if my spring is taller than it should be or if something else is out of whack. When the operator speed lever is at the middle position (straight up, parallel with steering post), the spring is just beginning to get pulling tension on it. That seems to be what the manuals indicate should happen. But when I pull the operator speed lever back to the first notch (lowest idle speed), the spring isn’t merely not tensioned, it is actually compressed. The bottom of the “L” shaped lever that the operator speed lever rod attaches to at the governor is pushing down against the spring coils, which in turn pushes down on the doohicky the bottom of the spring attaches to, this being the doohicky that moves the governor rockshaft. The problem with that is that the operator speed lever won’t stay at low idle. The compression of the governor spring kicks it back up to about the third tooth setting and the engine speeds up a little. My spring has 9 coils. The manual shows a six coil spring. Don’t know if this is supposed to be gospel or just a generic spring the draftsman drew. I’m guessing the spring should never actually be compressed. It should be dangling without tension in either direction at low idle, and pull tensioned at higher speed settings. Anyone able to shed light on this? Is it like it is supposed to be? Or is the spring too tall? Or is the doohicky on the rock shaft somehow positioned too high up?
