Farmall 460 hydrolics

I have a 460 with a 2001 loader that won't raise a 900# bale over head high. I have checked the fluid level, replaced the hyd. filter and finally checked the pressure at 1350 #. The book calles for up to 1500# Do I need to replace the 15 gph pump or will the 200# make the difference? Sometimes if I catch it just right it will raise the bale on up????? I checked the hyd. pressure with a gage in the remote cyl. couplers in back and on both sides. All showed 1350 # Help!!
