It seems possible to make a bottom plate that has a recess to accommodate the tube ends which project below the bottom of the radiator core. A piece of 1/2" steel plate with the center milled for the tube clearance (1/4" deep?) should work. But one idea is that this non-pressure radiator has to be very rotten to begin leaking. Repairs may not be possible. Making the plate is lots of trouble for one radiator. Consider a new one. Have heard of satisfactory ones from Ireland and from China. There may be a USA source. IH dealer is no guarantee of USA manufacture.
