Frosting is normal, the gas has to vaporize and takes heat from the surrounding air at first. Once the engine warms up the exhaust heats the manifold and helps to vaporize the fuel. To make the tractor easier to start in winter you'll have to warm it, use lower viscosity oil, use the choke, put lighter oil in the air filter, make sure the battery has a good charge, set the timing properly, ensure you have a good spark. One thing I've noticed in winter is that it is very very easy to flood it. Thats because the fuel doesn't vaporize as easily. Don't give much throttle at startup and try first with 1/2 choke.
