Even if your lights and ammeter aren't working you should be able to start the tractor, if the battery is charged. Check the battery terminals first, they may need to be cleaned. You may also want to check the electrical connection to the tractor frame itself. I've seen these connections fail when the metal gets rusty. If it is still a 6 volt system it likely is a positive grounded system. If it is a positive ground the negative side of the battery will be connected to the starter, and the positive side will be connected to the battery box, or somewhere near the box. Look the tractor's wiring over good for bare wires. A 40+ year old piece of machinary is prone to having cracked wiring, and sometimes vibration will cause wires to wear into. The Cub we have had the negative cable's insulation wear off right next to the clutch pedal, so that every time you depressed the clutch fully the tractor would die.
