These things can be real frustrating and yet they are so simple. Idle problems can be the adjustment at the carb, linkage between the gov. and carb, the bumper (anti-surge) spring or the thrust bearing just name a few. High idel can be the big spring inside the governor, the linkage between the gov. and the crb. or the high idle adj. on top of the gov. housing. Then there's the "worn out" factor. Anyway, if any speed can be maintained, chances are the thrust bearing is ok. I would be suspicious of the linkage adjustment between the gov. and the carb or a bumper spring interfering (it's under the acorn nut on the bottom side of the gov. housing. High idle and low idle are kind of mutually exclusive, that is, one problem has little or nothing to do with the other. High idle failure is a weak/worn out big spring. Solve the low end first, that unless the thrust bearing is a gonner won't require any disassembly.
