Does your 300 have an auxiliary hydraulic pump driven by the tractor crankshaft or does the loader use the tractor pump? A friend of mine has a 300 with a crankshaft driven pump and it was a nightmare to get to work right. The drive shaft broke on him and he had to nearly take the whole front end off the tractor to fix it. He was cussing me cause I talked him into buying that tractor. About yours- The spool valves do need looked at and I would try geting them right before I tackled the pump. Could be they are bypassing pressure, causing the slow response. If the pump needs worked on or replaced it shouldn't be too hard and you most likely can still get parts from CaseIH.
