There should be a line on the inside of the cup, clearly marked fill line. I think the line tells you to fill it to a level so that both the inner and ring are full up to the divider between the inner and outer cup. (That is, the inner cup should be brim full, and the outer cup filled to that same level) I think that is pretty close to the level line anyway.
