If it were up to me doing it, I would jack up the tractor and have some one turn that hind wheel while you keep a piece of coarse sanpaper on the drum, taking the roughness down where you can switch to some thing a little finer to smooth it out. as far as adjusting those screws you probably have so much rust going on in there you won't be able to move them. another trick with those is to take the bottom anchor off the shaft, and cut a different keyway location to take up for wear, and don't forget the slack bolt on the bottom of the housing when adjusting the brake. with reasonable smoothness that band brake should last indefinitely unless it's really being abused. what i'm saying is, to many tried to brake that left wheel under full power, and that is kind of like driving with your foot on the brake,we know what happens eh?
