I guess you are speaking of the thick washer keys that are on the clamp that attaches the clutch release fork to the cross shaft. Yes, if sheared, that would certainly do it. However, I think if unlikely to shear those, as they are real heavy duty. However, someone working on the clutch could have easily left them out, depending on the friction of clamping alone to hold that mechanism, which might work for a short time, but once it slipped, that would be it until you went up in there and put the key washers back. Good thought.
