The wheel on the side must be the belt pulley. Used with a flat belt to run equipment like feed grinders, blowers, threshers and so on. There were two kinds and several different sizes. They came in steel (not common) and paper. Yes, paper. They are made from compressed paper and resin mounted on a cast steel base. If it it still in good condition, and not lobsided, etc., do take it off and store in inside, not on a damp floor. If it gets wet, it may swell up and be ruined. There is a company that rebuilds the paper wheels, but it costs $150 or more. From your description, it sounds like you have a hyrdaulic Lift All (or commonly called a belly pump). That is a hydraulic pump and reservoir that is mounted up in the belly of the tractor under the main drive shaft just behind the clutch. If it is working, you should notice the tractor engine load up when you pull back all the way the activating rod located on the left side near the light bar. The pump only works when the clutch is engaged, so if you have been pulling the rod with the clutch depressed, nothing will happen. Put the transmission in neutral and release the clutch before pulling the rod. The oil level in the Lift all reservoir is checked at a cap that is just infront of the belt pulley on top of the clutch housing. The capped off pipe fittings are the pressure connections for the hydraulics, one on the right and two on the left. Hope this helps.
