I used a combination of things on my 100 when I started removing the front weights. First, I soaked them for several days with penetrating oil. I managed to get a couple of them off with just a socket and a wrench. I had to drill a couple of them and then break them off with a hammer. I had one bolt that wouldn't let go(it spun like the one with which you're having problems), so I notched the nut with a hacksaw, pounded the nut with a cold chisel and a hammer, and then broke the nut off with just the hammer. The bolts & nuts were original, and they had never been off since the tractor was new. I would have tried heat, but I didn't have access to a torch.
