front tire pressure with a loader

Maybe this is a silly question, but...

I bought an M with a front loader/blade. The front tires were cracked and one tube didn't hold air, so I replaced them with new 6 X 16s, 4-ply, the kind with 3 ridges.

The tire says max pressure is 35psi, but even at 35 psi, the tires still have quite a flat spot when the loader (empty) is in the air.

Is it advisable to put more air in these tires? Would it have helped if I'd used 6-ply tires instead of 4-ply?
