22-36 Brakes

I am rebuilding a 22-36 and it has what looks to be a factory cover where the brake shaft should come out for the drum to be mounted. I have looked at 3 other parts tractors in the area and they are set up the same way. The parts book does not show no brakes as an option. Did these tractors come from the factory with no brakes or was this an operator conversion. It seems that having no brakes would be a disadvantage even in the flat land of west Texas. Hopefully some of you are more knowledgable than me.
