The control valve has trouble with rust and general crudding up. There is a neoprene washer that is sealed witha round disk. The disk is pushed by a pin that is in turn pushed by the control lever. Clean all this stuff up. Make sure the disk is clean and smooth. The neoprene washer may be cracked or swollen (likely). If it is, replace it.
