Could be rust or pits in the needle and/or seat. Remove carb, disassemble, replace needle and seat to fix. Also could be the float has hole in it and takes on fuel so that it no longer floats and then allows more fuel in the carb. Cheapest fix is to turn off the gas when you aren't using the tractor.
