Don - Steering shimmy can be from worn steering gears, worn bearings in the steering box or worn bolster pivot shaft bearings. My Super H had the same problem - replacing a very badly worn pivot shaft upper bushing and a missing spacer cured it completely. Punch below for a few pix of the bushing replacement project. A buddy of mine recently purchased a 400 at auction. It lacked power big time - struggled pulling 3-14's in low gear. Problem turned out to be broken advance springs in the distributor which messed the timing all up. Replacing the broken advance springs and resetting the timing to spec brought the power back where should be. Power loss could be from worn or improperly adjusted governor to carb linkage, carb out of adjustment and restriction in the fuel supply (clogged sediment bowl and carb inlet screen). Good luck!
