Don, Good advice below. I have a 400 and a friend of mine bought one a year ago. His had the shimming in the front the same as you are talking about. We replace the bolster pivot shaft bearings and turned the top gear a half turn. Took care of the trouble. His had a corn picker it too and I think with the extra weight this cause the excess wear on the bolster. Just a thought with it sitting for a long period you may want to check the brakes. They may be sticking and causing it to be pulling hard. If that not trouble, a good tune up and a good cleaning of the fuel system should restore the power. John In Iowa
