Put some red Permatex RTV silicone sealer on both sides of the gasket, not too much. Then put the cover on and snug the bolts, but not tight enought to deform the cover. The silicone will hold the gasket in place while you are putting things together and help you get a good seal. Don't put so much that it will squeeze out into the valve area. Also wait a few hours before you start up to give the silicone a chance to set.
