The air-tires (pneumatic) that are on your tractor may not be what it came with from the factory. It was probably supplied new with steel wheels and when rubber tires became available someone probably fitted a set. This might not be the case with your tractor but I believe this happened to many tractors that came with steel wheels. Good luck and enjoy your tractor!
