Does a Super C have a thermostat?

I rebuilt the water pump and had the radiator recored. I also put a new temp gauge on it (not an IH, rather one from Auto Zone that I had laying around from something else I didn't end up using it) I am gonna get an IH one to put on it, but my question is is that I haven't got the temp gauge to move/register. As soon as the tractor is started, water is flowing in the radiator. If it has a thermostat, it is stuck open. If this is the case, and so it would run cool, what ill effects would this have?
