If it is cold out and the carb or manifold isn't completly warmed up it could act lean because the fuel hasn't quite vaporized. The carb may be adjusted ok but the liquid fuel will not burn when it needs to and cause a sputter. If that is the case check the oil regularly . If it gets thin or smells like gas, change it.My Dads Ferguson is pretty good sputterer when it is real cold out. It helps to shield the manifold and as much of the carb as possible with tin foil if super cold out.
