1950 Cub still has no fire

I have been working on this cub and can get no fire. I took the mag off and filed the points and put an new condensor in it. Now when I turn the mag by hand it will fire, but when I put it back on the tractor it would not. I took the mag back off and held the coil wire close to my vice and turned it by hand and could see the spark arcing across. Does anyone have an idea of why it would not fire when I put it on the tractor?
