you are probably getting too much fuel. There is a hole plugged with a piece of felt to let the excess gas run out the bottom. I over hauled the carb on my SMTA about 6 times before I found out the camshaft was bad, the end had chipped off next to the keyway and the drive gear was loose. Result of lots of use of the live pump. Is your float set correctly and did you check for leaks? also if the lobes of the float get bent a bit they might not go up and down exactly right and might hang up. Same can happen if the shaft they pivot on gets warn. There are a bunch of little passages for air etc in the carb that must be clean. Don't clean with a cutting torch tip cleaner like I did though. Also make sure the throttle plate is in correctly. It will go in either right or upside down but or backwards but won't close right if it is in wrong. There is an idle passage on one side that is partially closed off when the throttle is closed. The service manual for the tractor has an excellent description of how things are supposed to work. Another thing is most of the time these trqctors seem to take little or no choke even in cold weather. If you are over choking it would make fuel run out too. Good luck on it. I know it can be really frustrating getting it worked out.
