Could be any one or a combination of several things. Early C's did not come from the factory with a water pump, though many had one added later. They used the thermosyphon cooling system which relies on the movement of coolant by the principle of convection currents, that is - the hot water rises to the top of the engine into the top of the radiator which pushes the cooler water down and back into the engine by the bottom inlet. This requires a few things in order to work properly. The system must be full If coolant is not up to the neck of the radiator,(within about 2-1/2 to 3inches of the top)it won't work. The engine blocks' coolant passages must be open, no sludge, sediment, scale or other stuff blocking the way. You must mix the anti-freeze and water before you fill the system. Without a water pump they don't want to mix and thermosyphon won't work. You may want to check with a tractor parts salvage yard and get a water pump for it. I don't know if they are available new anymore. It's not too hard to install, it runs off the fan belt. Don't forget to get the upper outlet for the engine too, it's made differently to hold a thermostat. Maybe somebody else can jump in with a source for the water pump.
