Are you pulling current when you hit the starter switch? You should be able to detect a little temperature rise where the battery connects to the starter solenoid. If not, you probably have a bad solenoid. I've gone thru two now, since they are susceptible to water damage if you hit them when pressure-washing the tractor. If you are pulling current, you might have a stuck engine or perhaps the starter is jammed in the ring gear. If it's the latter, loosen the starter mounting bolts and retighten them.
