I don't know when the changeover from magnetos to distributors happened, but in this case, it doesn't matter. If the rotor is not turning, there are two major possibilities: 1) The rotor button is broken where it goes over the shaft, or 2) The gear drive for the shaft is either broken or the gear has come loose on the shaft. I'd start by pulling off the button, turning over the tractor and seeing if the shaft turns. If not, you'll have to pull the mag/distributor and find out why. You might get lucky and find it's something simple. In any event, you'll have to retime the tractor when you find out why the rotor button isn't turning.
