I would suspect crud in the carb or fuel line on the carburetor bit, maybe even water. Pull the line off the carb and see if you have good fuel flow there. Also check the adjustment of the jets. If all else fails, disassemble and blow out with air gun.

Seeping head gasket: if retorquing doesn't help you may have to take the head off and have it planed and maybe the block too. Were these checked for straightness before assembly??
