Gary, if the Cub has a rod that you pull to activate the starter, it most likely is attached to a "switch" mounted to the starter. Inside that "Switch" is a large metal contact. Take the switch apart and clean up the contacts real good with 100 grit sand paper, clean it real good, then reassemble the switch and mount it back on the starter, hook up the rod and try it. If this does not improve the starting...check other things like fully charged battery, good clean and tight battery connections, etc.//FB
