Radiator shutters, standard or optional?

Were radiator shutters standard equipment, or an option on Farmall "H" tractors. My 1947 H does'nt have them, and does'nt appear that it ever had them (except for the braket cast into the engine timing cover). A buddy of mine has a 1940 H with shutters, the control knob mounts to the rear fuel tank support. My 1947 doesn'nt have that same hole in the tank support. The only place I can see where the control knob would mount is the plate that houses the ignition switch, but that would require the control rod to be about 6"-8" longer. Is it possible someone took the system off (hard to believe considering the tractor has spent its whole life in western NY), or was this tractor just not equiped that way?
