During one of my economy phases I took out one of these TA's and replaced just the sprag clutch ($100). But if you have slippage in high, you're looking at a rebuilt unit, I think about $750. While apart you also will want to do the clutch and IPTO gear, another $350 or so. Find a local private shop that has done these tractors before. Labor will be around $1000. A dealer doing this job would be around $4000, plus they (and other shops) like to fix anything else they find wrong, not just because they want the business, but they don't want a tractor leaving the shop and breaking right away, so it can be financially painful to take an old tractor into the shop and feel obligated to fix it right. The hydraulics that squeeze the high range clutches in this unit are the same hydraulics that steer and brake the tractor, so check the steering and brakes at a low rpm. If they are good it is likely the hydraulics are good enough to work the TA.
