7 inch is about right for that year, back then they had no concept of wide base rims on anything, trucks, cars, or tractors, and the tires were built accordingly. About 1940 tractors started getting wide base rims that gave use of the type of tires we can buy easily today. Modern tires look "pinched" on those old style narrow rims, and they are, really. The old syle tires(9.00-36,10.75-28,11.25-36 etc.) had a lot more side wall area in relation to the tread width to keep the tread flat on the ground at proper inflation pressure. So, nowdays all anyone can do is use relatively small tires on those old rims or section the rims to make them wider or cut them off and replace them with wider rims to use today's tires and have them "look right". Considering the going price of most round spoked wheels, it's almost a crime to "doctor" up any good wheel in any way.
