Sounds like the starter is locked up. Put the tractor in 5th gear and rock the rear wheels and see if it pops loose. If that doesn't work, loosen the starter bolts and see if that releases it. I have a 350 that the starter will lock occasionaly and I just usually loosen the starter bolts and it breaks loose.
