Have you adjusted the governor per the service manual. If you have and you are still having problems with the governor, it likely needs an overhaul. The springs on the linkage at that point have little to do with engine speed control. Also, have you checked the carburator to make sure the throttle butterfly is not loose from the shaft leaving it free to fly open.
