At the risk of repeating what the other guys have said, I think I'd try the easiest and cheapest stuff first. 1. Make sure the battery and starter cables are in good shape. In particular, all terminals need to be clean and tight. Don't trust an ohmmeter here - - a poor connection can sometimes conduct plenty enough current to look good to an ohmmeter, but not nearly enough to crank the engine. You should have some good, clean, shiny metal on both ends of every cable (battery +, battery -, and solenoid-to-starter) and on the things the cables connect to (starter post, solenoid posts, and chassis ground). Double check the battery terminals; they can look tight when they're not, and they don't have to be very loose to cause problems. 2. Still no luck? With the tractor OUT OF GEAR, BRAKES SET, and everything else you can think of to immobilize it (distributor cap off might be good too), bypass the solenoid by disconnecting the battery cable at the solenoid and MOMENTARILY touching it to the solenoid end of the starter cable. This passes full battery current directly to the starter motor. Don't be surprised if you get some sparks whether or not the starter growls to life. If it still doesn't work, suspect (A) jammed starter, (B) bad starter, or (C) stuck engine. (You've already said you're sure the battery is good.) If it does work, then: 3. Reinstall the battery cable to the solenoid. Check to be sure the ignition switch is sending voltage to the solenoid when in the "start" position. If it's getting voltage, and you're getting a click, the solenoid is actuating but not passing enough current from the battery cable to the starter cable. I hope this helps. You should be able to follow this path and get some good information without spending too much time and money.
