Jeff, Bob M has detailed the approach for getting the brakes to work. While you're at it, take steps to keep any water from getting in there. New rubber boots on the actuating rods will help if the old ones are cracked (or missing!) and a little paint over the top of the assembly will keep moisture from seeping in through the top.
