If it is battery ignition my first guess is that the distibitor gears are worn out. You can check them by removing distribitor timing adjuster clamp and pulling distribitor out. The gears are available from Case/Ih for about $75 for both. Often the drive gear housing is worn and the only cure I know for this is to have it bored and bushed by machine shop.
