Gas shouldn't be coming out of the carburetor unless you are choking it too much trying to start it. If you aren't closing the choke and have gas running out you have a float valve problem. It sounds like the engine is flooding and the time you take to get it back "in time" is giving the cylinders a chance to clear up. As far as timing the engine to the pulley, there is a key to time the front pulley to the crankshaft. Unless the woodruff key was left out completely, it shouldn't be in any other position. The correct timing mark for top dead center is the first of the double notches on the front pulley to come in alignment with the pointer on the timing gear cover. The single notch on that pulley aligns the pilot bearing grease fitting in the flywheel with a hole in the bottom of the clutch housing. To help locate what is moving out of time, use an ink marker to note the slot that drives your magneto. You can put a dot on the face where the mag mounts. You have to remove the mag (again) to do this. To save a step later, put a mark on the corresponding drive tang on the magneto just to make sure it is staying properly engaged. If, when you have this problem again, you can know if something inside the engine is moving out of place. If that checks out OK, the mag is causing the mis-timing. Post back with a new posting what you find.
