Mike, The belt pulley is lubricated by the transimission, the plug in the top is an inspection hole plug. The drain plug in the lower side is remove to drain the oil out when the transmission fluid is changed. When I redid my Super A, I dranined the tranny and belt pulley and refilled the tranny through the plug near the shifter. I saved about a 1/2 quart an poured it through the belt pulley to be sure it was oiled up.
