Super A Cooling Question

Just had a redone head put on my Super A, and now after I run it, there is steam from my radiator after I shut it off. The mechanic told me that my tractor did'nt have a thermostat and that it was a syphon type radiator, so, is the steam normal? I have no power loss while running, and the exhaust is clear and strong. The compression has definitely increased with this newer head, but the steam has me confused. Any insight will be appreciated.
