Farmall H - What is this part?

There is a part mounted on top of the govenor I don`t know what it is for. Looks like it might be a mounting bracket for something. It`s a piece of metal 2x3"x1/4"thick. Mounted with 2 bolts with 1" metal spacers underneath and 2 bolt holes on the top. It`s about a 90 degree angle. Saw a picture of same thing in one of my books only mounted on the steering post.
