You say "it turns over hard". Do you mean, it turns over slow, or when you crank by hand it is hard to turn it over? It makes a difference. Is this a 6 volt system? If so, check the diameter of your battery cables.. They should be a minimum of 2 guage, it would be better to have OO (2-ought) guage. So many people replace battery cables with ones they buy at Kmart, for their wifes 12 volt Mazda.

But the other things to look at is compression, and reset the timing, like you suggest. How old are the plugs? Old plugs will lose voltage. When was the last time you changed them? How much spark are you getting off the coil or magneto? have you changed points and condensor in magneto lately?
