Not sure what you mean by "it turns over very hard". If you think the starter turns it too slow and the battery is fully charged and the starter motor is good then I would look at the cables, connections and the switch on the starter. I usually reccomend #1 cable size, you could go larger, but it shouldn't be needed on a B. Check the cable connections, hot side and ground, both ends of each, connections should be clean and tight. Check where the cable connects to the battery post connector, I often find trouble there. Look at the switch on the starter, take it off and see if contacts are burned or pitted, a high resistance there can cause you trouble. If you suspect a timing problem, did you have the magneto off or move it? If you did you should re-time it. The procedure is in the service manual. If you didn't have it off or move it, the timing shouldn't have changed.
