Doug, All International tractors could be ordered in whatever color the customer wanted so if it was a state tractor it was probably ordered yellow. The International A was the industrial version of the Farmall A and I think the a foot throttle was standard on the I-A. I know a foot throttle was standard on the I-4, I-6, and I-9. Harold H
