Do you have a Regulator or a Cut-Out Relay?
The Regulator and the Cut-Out Relay both have contacts which connect the Generator to the Battery. After the tractor is started, these contacts close and internally connect the "GEN" terminal to the "BAT" terminal. After you start the tractor, connect a jumper from the "GEN" terminal to the "BAT" terminal. If it begins to charge, then the contacts in the Regulator are bad. If it isn't charging, leave the jumper connected to the "GEN" & "BAT" terminals and monetarily connnect a jumper between the Generator "F" terminal and Ground (Chassis). If it charges, the Generator is working. Remove the jumpers before shutting the tractor off.

This is assuming all the wiring and AMP gage are good. On tractors with Regulators, the "F" on the Generator is connected to the "F" terminal on the Regulator. But on the Cut-Out Relay equiped tractors, the Generator "F" (field) terminal is connected to a resistor on the Light Switch.
