I hope it's not stuck and nobody "borrowed" any parts off it. I would pull the oil pan and clean out any sludge, put fresh oil in it and squirt a little oil in each sparkplug hole then turn it over with the hand crank a few times to get some lubrication distributed around in it. Check for rust in the gas tank and drain all the old gas out of it and the carburator then replace it with fresh. It might not take much more to get it to start, if you're lucky. Good Luck!
