Yes, an intake not opening all the way restricts the air mixture that is about to be compressed, and either valve not closing all the way allows compression to leak off or not build at all. While the valve cover is off, you can check torque on most of the cylinder head nuts. If you pick up the rocker arm assy you could check the torque on all of them. I'm not saying this is your silver bullet, but it would be my first step. Other advice you've received is good. I typically go .020 cold on intake and exhaust. Thanks for the compliment Ralph.
