I had trouble with my F12 flooding because the float was slightly touching the side of the float chamber and would catch and cause flooding. Binding governor linkage will cause funny governor operation. there is a small bearing on the top and bottom of the vertical governor shaft that could be rusty and catching. Also mak sure the vertical shaft is not bent its easy to do when removing the upper governor housing.
