I've seen more than one B that did not have a starter originally. Saw one at auction that had a starter added, but no generator. Just had to charge the battery with a charger every so often. The early ones without starters did not even have a hole in the clutch housing to put a starter. I think in the early years, A s and B s without starterw were likely fairly common.
