gas flooding problems on 615 IHC combine(263 c.i.)

When combine was purchased had to choke it to get enough gas to pull a hill. Took carburator off(Marvel Shrebler electric solenoid, up-draft)and had it rebuilt by International. While carb was off, replaced fuel pump with another elect fuel pump, replaced rebuilt carb on, new plugs, points, and condensor and started it. The engine flooded bad, black smoke. Tried to reset float with no success. Removed new fuel pump and put the old one back in, still flooded. Ended up ordering a new rebuilt carb from IHC, still flooded just as bad as the old rebuilt carb. Purchased automotive regulator, placed inline between fuel pump and carb, if set on recommended setting(2)still floods. Turn it to a 1 still floods. Turn it to 1/2 and will idle without flooding, but will not rev up or pull itself. Must have at 3/4 setting to get it to pull and work, but still floods. After 2 to 3 hrs of operating, will have 1-2 quarts of gas in oil. Tried spraying either around intake to check for excessive vaccum and found none. We need help bad!

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
